What this mean on AP? Thanks!!

Got AP today and have a question,

It states" Parole into the US is not guaranteed"， right now my hu*****and's H-1 extension is pending, I am holding F-1. Our I-140 is pending too. 什么情况下会回不来用AP, 对延H-1会有影响么？
