请教 申请社安卡要多长时间？收据上说是两个星期

我和我爱人都收到绿卡了
我需要换社安卡，就是没有限制的那种，
我爱人因为以前没有，所以要从头申请，
两人同一天递的申请，我第4天就收到了，我爱人的至今也没有消息，两个多星期了。
收据上说14天没有消息就要通知他们，真的是这样么?
请问大家都多长时间收到？
