3个月的AP等待时间到底从什么时候算起?

网上大家都说AP一般3个月下来。这三个月到底是从USCIS的receive date 还是receipt date算起?我的律师说USCIS 6/28 收到I131， USCIS 上的日期却是7/25。我应该从那天算起?
