I-485 refused and sent back

My I-485 refused and sent back on Oct.20 because of incorrect fee. My 485
reached USCIS on July 31. I don't know what happened to my 140, which reached USCIS on July 27. But one lawyer posted the following at wenxuecity.com. The USCIS wrote, I should pay about $1010 for my 485, I don't remember exact amount.
I hate this lawyer, I forgot who did this.

7月30日即将生效的新申请费将不适用于8月17日之前递交的I-485/ I-765/ I-131申请。
