I485 rejected improperly for fees

My I485 was rejected improperly for fees. I USCIS TSC received my I485 application on July 26. In the Rejection Notice, I was asked to pay new fees. I resubmitted my materials with a letter, arguing I paid correctly. But my materials were returned again today with the same mistake. Also there is another mistake: they ask me to submit I485 until I140 is approved and visa number is available. Should I mail it again? Do you have any other advice?
