NC for almost 3 years and still pending. 巨郁闷

Wrote to First Lady at end of July 2007 but haven't got any reply from First Lady or FBI yet. Feel very desperated. Is there anybody has the same situation here?
I want to sue FBI once it gets to 3 years. Is there anybody who did law suit with FBI? How it went? Thanks for any information sharing on this.
