晕! 真不知如何办. response from congressman

485 was filed with 1st 140 concurrently and 1st 140 was approved 2 years ago, but now USCIS links 485 with my 2nd pending 140.

congressman letter stated that my 140 is pending (2nd 140) and 485 can not be processed until 140 is approved.

XDJM, why USCIS always assign mistake to me? You should know I have 1st 140 approved if they looked my A#, right? have you ever met this kink of problem? what can I do?
