Yes, if the delayed H4 is approved, my pp H1B will be replaced by the H4. I know, in this case, I have to re-apply for the H1B. But why I have go outside to apply for H1B? Can I apply for the H1B inside U.S.? (from H4 to H1B)

Read a post before:

First, you are on a legal status.Since you are using PP H1 petition, your H1 approval could be approved before H4 approval. If a delayed H4 approved, your pp H1B will be replaced by H4. Then you have to go outside to apply H1. Please be aware of this 最后行为准则。
