Are you still in German? You said it was 10th.

1) Make an H-1 visa appointment with US consulate in China, and try to request an earlier date

2) Visit US consulate at Frankfurt right before the date you plan to leave German, hoping security check has been cleared

3) If not, ask the VO when it will be likely done and the possibility of forwarding the report, when it's available from FBI, to whatever consulate in China at which you will have a visa interview.
Make sure you have your passport back, the VO's name/contact phone/fax# in case you need a follow up

4) When you apply visa in China, tell the VO your experience on previous application, hoping he will take shoes of previous SC

5) If a second check must be conducted, it would be quick when the first one has completed, as FBI simply return it upon dup-request within 120 days.

6) You may try to apply an ESV at other members' consulate so as to extend your stay in German - optional


You will get the H-1 and back to US, just a matter of time, or a matter of different consulates.
