SOS:waiver IELTS in USA

Today I received a letter from Immigration Section of Canada Consulate General.They asked me to provide English language assessment by a designated institttion or organization within 60days.I am working in Houston and there is no IELTS test office.I have no time to attend the IELTS test.Could anybody tell me how can I waive the test?
