Anybody please explains this

I just received an email notice from INS, don't quite understand the following sentence: "This case will be held in suspense until we either receive the evidence or the opportunity to submit it expires. " What does it mean "the opportunity to submit it expires"? By the way, my case is EB3, PD December 2003, fp twice already. Thanks in advance
