WOM after NC cleard?

i know the reasonable time to file the WOM for NC is aournd 2-3 years pending. but what is the reasonable time to sue USCIS ONLY after NC has been cleard? one year, two years? my NC cleard, FP cleard and staill vaild, PD is current, out of processing date already. IO said everything is clear, just no clue why still pending? 1st request response said, under review and wait 60 days, 2nd response said, need further reveiw, give them 60 days, all execues... i am tired of all the S***. want to WOM, but my 485 only pending over a year. any suggestion? many thanks
