Why nobody talked it before?

I searched this issue in this site. I can't find any similar question since far back early 12/2003.I believe it is a very important issue. I know a few people like me are pursuing a 2nd master's degree after layoff. If we can do a serious research and gather some evidence (case result for similar situations) here, it will help those people a lot!
