Urgent!!! Please help!! H1 transfer

Hello Everyone, I change job from a nonprofit to an university. I got mesage from the university that H1 transfer would take several months to do it, and before it approved I can not start work. But I heard that I can start work if the university file the H1 transfer even though it is still in process in USCIS? Am I Right? I already quit the job, and take vacation leave and my current status will expire at the end of this month. Can I argue with University, and How long it usually take to process transfer? Thank you all!
