I-131 for my daughter

Xiaobaitu, Pjiang or expert in immigration,

I cocurrently filed I-140 and I-485 for my family on July 31. The checks were cashed on Sep 26. But the cash for my daughter's I-131 was returned. They said it was overpayment. I filed her I-131 with us. Her I-485 application was charged. Why did they return I-131 fee? In addition, does anybody know how i can contact Texas center, any phone num or fax num?
