You may need to enroll for Spring semester, as you may get your F1 any time in Spring semester. No erollment would bring you trouble if you get your F1 in Spring between Jan and May.

Confirm with your university!

By the way, you don't have to go to the third country, but it is a faster way (of course, not 100% gurantee).
