Pijiang, how to understand the precessing time?

In 9/15/07 posted processing dates, I485 at TSC is 12/19/06. But many people who filed I485 at 2007 have reported in this forum to receive GC?
Are they due to the mistakes of some IO as you said in your lessons? Thx.
