NC Cleared, 485 Pending over a year, WOM or keep waiting?

485 has been pending over a year. NC is cleard since 4/2007.
Should I WOM or keep waiting? most of MOWs are based on the name check.
if NC is cleared, can i still file WOM, please help. thanks a lot.
