here until INS send your either a deny notice or approval notice. She is safe. Don't worry! It takes monthes for INS to send you final notice. If by the time your mom decide to leave, she still hasn't get anything from INS. She just need to bring the receipt with her and show airport officer(keep it with her, don't give it to airport personnel) . Everything will be fine!
