not exactly, since FBI does not directly deal with you and they only report their result to USCIS, most of complaints still put USCIS on the defendant list, plus most of complaint request their application to be adjudicated, which is job of USCIS, unless you really don't want to deal with USCIS (for example, you have some gap with your status), you also should put USCIS on the list
