Does anyone know if I have to be there for renewal of expired pa

My passport was expired 3 month ago, I did call them but no one answered phone, do I have to be there in person? it is 8-9 hourse drive from my place to New York, it is so unconvenient.Please did anyone currently renew passport or know about policy? I really appreciate your information.
