According to Radiology http://blog.wenxuecity.com/blogview.php?date=200612&postID=36185, name check is generallyinitiated within few days after submission of I-485. If this is true, then NC can start without FP.

"你的指纹备案了，你的 Background Check 轰轰烈烈地开展起来了，FBI 也就查你个底儿掉". If this is true, then you have FP first, and then NC.

I did my FP about 40 days after I filed my I-485, but I have no idea when my NC was initiated.
