How soon OPT Vermont Center?

Do you know how long it takes to get OPT approved in Vermont Service Center. USCIS posts processing dates regularly, like this week 05/19/2004 posted that applications before 04/12/2004 had been processed. Does these numbers truly reflect the facts?
