申根签证

我获得法国发的申根签证后,没能去法国,现在签证仍有效,能否去德国?哪位朋友有类似的经历,请提供建议,谢谢.
关键的一点就是没去发证的国家,这个可能有问题.
如果去过法国,签证有效,再去德国是没有问题的,这个很明确.
