can postdoc apply GC under OR?

I am a postdoc with one-year contract in a university, can I apply for GC under outstanding research category? which requires employer-sponsor. Is a letter from Postdoc advisor enough to establishe that this position is 'permanent as long as funding is available'? or I need ask the department to write a letter?

I noticed that EB(1)-a "extraordinary ability" can be applied by myself, is there anyone tried this one?
