What's going on?

I filed 485 at the end of June and the application arrived at Nebraska Service Center on July 2nd. The checks were cashed on Aug 27th. All the case numbers started with "WAC", which means, some how, the case ended in California center.
Today I got an email for the case status, saying the case was transferred to Nebraska on 30th.
Does any one know what is going on?
Are TX and NE the only two centers who surpose to have the right to process employment based 485?
