radiology , please help

hi, my friend filed with his wife NIW 3.5 years ago, now stuck in NC. He and the kid have no issue with NC, but his wife who is the main applicant stuck in NC. NO GC for any of them yet. He is thinking of applying a EB1A put his as main applicant. He is now working with EAD card. Can he do it? thanks
