They can NOT count the kid as international student

The reason is simply: They can not give I-20/IAP-99 to the kid, and can not input the kid to sevis system, because the kid is NOT a non-immigrant student. The kid is an immigrant. They have to count the kid as domestic student, because they can NOT finish the legal procedure to count the kid as international student.
