Remember, it takes money and other resources to sponsor.

Big companies usually follow to the rules that sponsoring company, instead of the beneficiary, should pay the application/attorney fee for H-1B/labor/immigration petition.
If there is no budget for application/attorney fee, they would make it a general rule not to sponsor.
