Help! I can't enter USA again?

I want to back to China to apply J-2.

My hu*****and is an Canadian citizen & got J-1.

Sb. told me that I can't get any visa in China to enter in USA again. Because my hu*****and is from Canada, I can't show proof that I'll be back to China. They only care if I'll back to China because I'm a Chinese citizen & apply visa in China.

Is it true? Is *****. have the similar case? Please give me some advise. Thanks a lot!
