急问关于复印公民证书的问题

现正帮父母审请I-130，需要公民证书的复印件，但是公民证书(certificate of Naturilization)上明明写着 “it is punishable by U.S. Lw to copy, print or photograph this certificate without lawful authority", 请问大家是怎样处理这个问题的？
