申请美国学生签证, 急!!!

我是加拿大的international student. 我今年8月3去纽约读书, 8月30号开学. 学校说还要过一段时间才能把I-20表给我寄来, 另外现在多伦多已经没free appointment slot了...

如果我过去六年都住的是多伦多, 我可以去别的城市(比如ottawa)签吗? 要什么时候签才赶得上8月30号开学?

另外, 如果我过去六年都住在加拿大的话, 我怎么show "Proof of ties/residence to a country outside the U.S. which the applicant has no intentions of abandoning "?
