why not submit them separately?

You don't have to file them concurrently!

efile i140, get receipt so you can file 485.
file your i140 support materials later (within 7 workdays, hopefully you can get your LC in time, otherwise file 140 without LC, just tell them LC lost)

Just my 2 cents, need experts verify.
