如何证明自己是CA RESIDENT

请问各位，我现在是F-1 OPT, 10月1日以后是H-1,申请了一学校读晚上的MBA PROGRAM,10月开学. 为交州内学费，请教了该学校的国际学生ADVISOR, 她告诉我必须一年以后才能算CA RESIDENT.我之前在加州一直是F-1,生活了4年了.ADVISOR 说这不算,请问是不是一定要H-1满一年才能算加州居民待遇啊? 谢谢大家了!
