Explain to them clearly,

1. Even t your award is not USA national award, but it equals to that.

2. Ask for help from your membership association office

3. Tell them that 人民日报 is like USA's New York Time

4.Ask the Journal office to provide recommendation letter to show your qualification that why they chose you as reviewer

5. Ask for 3 more recommendation letter from unfamiliar professors or guys in industry

6. As for citation, tell them that generally it will take at least 2 years to see the papers that cited your papers, while yourpapers just were publised recently.
