在加拿大申请B1/B2签证必须在指定使馆吗？

I am a landed immigrant in Canada, living in Kingston, Ontario. I want to apply B1/B2 visa to US. The embassy in my consular district is the one in Ottawa. Can I apply it in the US embassy in Montreal?
