Were you supposed to file I-140 to TSC? (is it through e-file?)

My lawyer refused to e-file for me but sent my I-140 package to directly TSC on 7/26 instead of NSC.
I am not supposed to file to TSC either before or direct filing starts.

I am worried that it may be returned or transferred!
