questions on OPT

Hi,

I applied OPT three month ago. I got a notice requiring additional materials. If I submitted the materials, anybody know how soon I can get the approval? In addition, I have called INS many times and was answered by answer machines and then hanged up each time and all my calls were never transferred to a person to speak with.

Any information is greatly appreciated.
