how we can complain INS

We filed 485 in Feb.2002 and got GR this Feb. However, my daughter is stuck on background check. She was just 14 years old when 485 filed and did twice fingerprints. We never thought a kid like her will have trouble with background check. Actually we stay here just for her.Then we had to apply AP for her. Since her case is already in local office, there is no way for her to apply for AP from Vermont. We went to Baltimore, but were told AP only can be issued within one month before departing (by the way, it's not true, only just the white girl in the office wasn't in good mood that day!). Now her FBI clearance is hanging on, we have no way to know when she can get that done since INS said they don't know. I know somebody already waited for one year and still waiting.
