来美不是公派， 但以前有公派纪录，能申请J1豁免吗

各位大虾， 本人以前得到过留学基金委的资助出国留学欧洲。按期回国。但不久（在国内没呆够两年）又出国继续读博士学位。毕业后来美（J1）， 由美方出资。因为孩子的缘故，近期回国服务两年不太现实。问我这种情况可以申请豁免吗？
