xiaobaitu: AP quesiton

I want to get AP ASAP. Can the reason be that my grandmonther is very sick?
1.Can I ask my friend to Fax the hospital letters written in Chinese to me and bring it to the local office ? Should I transfer it to English?
2. Do i need other papers?
3.Can I get AP when I see the officer?
4.Will they check whether the sitution is true in China?
