I believe your hu*****and received an assessment notice, that means as least his case has not been remained to the state. It's quite normal right now for IT related labor cert. application. Re-post news ad is for testing job market to see if there is qualified U.S. work. As long as his salary meets the prevailing wage and his employer can't find the qualified U.S. work after running one more news ad, he will be fine. I saw several similiar cases that have been certified finally. Good luck!.
