It depends on your background and which type of EB immigration petition, EB1, EB2 (NIW), both you do not need LC, you can submit your I-140 petition directly to Severce Center. You can also submit your I-140 and I-485 concurrently if you think you are sure of the approval of your I-140 petition.

http://www.uscis.gov; http://www.hooyou.com; http://www.immigration.com; http://www.immigration-law.com; http://www.lianglaw.com, etc. there are so many websites for GC application.
