doubtful new policy?

The said new policy concerning the concurrent file of I-140/480 is doubtful and questionable. Today one of my friends just got his I-140 approved from the Nebraska center one week after the RFE submittal. According to the new policy, his I-140 case should be adjudicated together with his concurrent I-485 case. One the other hand, my concurrent case is still pending, though the submittal of my RFE is more than 2 months already. Any friends have any idea or explanation about this phenomenon? Thanks for the shared information!
