请教pjing及其他专家：如果140邮局没能按时送到，我能申诉吗？

我们上周六在US post office送出140的package,寄到Texas center，是用最快的那种，他们说会在这周一(7/30)下午3点之前送到。

昨天我们上网tracking，发现他们说first attempt to deliver, left a notice, will try to deliver again. After 2nd attempt, they will hold the package for 5 days. If nobody claim it, it will return to the sender.

我的疑问是：
(1) 为什么送到p.o.box还有这种情况(left notice)？不是应该放进去就可以吗？这算是他们的服务差错吗？

(2) 今天是7/31，如果因为这个问题，我们的140没能在今天寄到，移民局还会接收吗？
