- 你不需面试(是指用不着要当面向你澄清什么东西)

“The material you provided as proof of your language ability in English does not support the level of proficiency indicated on your application”.
- 但你提供的材料不能证明你的英语水平达到要求。

The point is that it does not necessarily imply your application has been approved, by stating you are waived the interview. From what I can see, your application may not be approved if you fail the required 雅思 test.
