依旧是H4转F1问题，“完全不懂”是准备转签证了吗？

我和“完全不懂”有同样的问题，我老公还没有办绿卡，我担心读了一半，老公的工作会出问题，所以想F1会稳一些。但又害怕F1办不下来对我目前的H4有问题；H4转F1需要120天的时间，我还需要离开美国吗？另外“俺看不懂”说H4可以申请州内学费，我在华盛顿州，学校说交费按international student的交，是不是各州不同呢？需要大家的帮助，谢谢。
