Originally I claimed that I fulfill 5 out of 10 requirements. NSC simply rebut every point and need new evidence for all. They need, for example

Evidence that the award is international
Evidence that membership needs outstanding achievement
Evidence that papers have widely been cited
Evidence from expert that I took leading role in research
So on and so forth

I submitted one new recommendation letter from independent expert, and one updated letter from my current advisor. I also got one letter from Sigma Xi and one letter from journal editor.

My feeling is that citation is really important. Originally I only have ~24 citations out of 10 papers. After 10 month, this number increased to more than 70. So I think this helps me a lot.
