Since you are H4, you should act as H4. For the question regarding studying, you can put NO. That's for people who intend to be on F1 and FULL TIME studying. If you don't want to transfer to F1, put NO. Altough you consider yourself as full time student, from the definition of H4 status you are just a part time student officially.
For H4 visa application, it all depends on the qualifications of your spouse the H1B holder not really you. Unless you have some bad records during your stay in US. So, be focus on the questions related to your spouse like what's he'she doing, pay, education,... As for yourself, just make sure you know what you were doing in US except studying like house keeping, taking care of kids...
