天平上的猫, please help

In June 07, my hu*****and (as my EB2 dependant) got a letter from San Jose, CA local USCIS office responding to our phone inquiry on his I485 status. I thought the letter should come from NSC because the online status is showing the case pending at NSC since May this year after we did the 2nd FP LUD? But, the letter was from local. Do you know why?

Also, when I called the 1-800 number, they told me that my case was under finanl review but pending name check. can you tell me what does this mean? Thanks a lot.
